Registration of Births

  • Births of children born to Sri Lankan parent/parents occurred in Brazil or other countries in South America can be registered at the Embassy of Sri Lanka in Brasilia.
  • In order to register such births either mother or father of the child must be a Sri Lankan citizen at the time of the child´s birth.
  • It is only the Sri Lankan party/parent (i.e. father or mother) of the child can submit the application for the registration of his/her child´s birth.
  • If the mother or farther cannot submit the application under extenuating circumstances, child’s Sri Lankan grandmother or grandfather may submit the application for the registration of the grandchild’s birth, provided that either the mother or farther or both were citizens of Sri Lanka at the time of the child’s birth.
  • In cases where the child is already over 21 years of age, the child himself/herself must submit the application for the registration of the birth.
  • Application for the registration of births must be submitted to the Embassy within 3 months of the birth of the child.
  • If the application is made after 3 months of the birth, the reason for delay in registering the birth must be given in writing along with the application.
  • Further, applications for registration of births occurred outside Sri Lanka including Brazil or other countries in South America can also be handed over to the Register-General´s Department directly as per the convenient of the applicant.
  • The documents mentioned below need to be furnished in order to process the registration of the births of the children born to Sri Lankan parents outside Sri Lanka.
    • Duly completed Application Form
    • If the application is submitted within 3 months of birth, please use form `Registration B4`, Declaration of Birth under Section 16
    • If the application is made after 3 months of birth, please use form `Registration B6`, Declaration of Birth after three months (under Section 24)
    • Original Birth Certificate of the child issued by the competent authority in the country of birth, i.e. Brazil or other countries in South America
    • If the local Birth Certificate is issued in Portuguese, Spanish, Dutch or other languages other than English, a copy of the Birth Certificate translated into English by an authorized translator must be submitted.
    • Original Birth Certificates of parents
    • Original Marriage Certificate of parents
    • Valid original passports of parents
    • Original or authorized copies of the National Identification Cards of the parents of the child
    • Original Visa Cards or Valid permanent resident cards of the parents at the time of the child’s birth
    • Duly declared and signed declaration to the effect that the applicant/s (Sri Lankan mother/father as applicable) has/have not acquired citizenship of another country other than Sri Lanka at the time of child’s birth.
    • If the parents are not legally married at the time of the child´s birth, an affidavit relating to the paternity of the child must be given.
    • In case of an illegitimate birth where the marriage of the parents has not been duly registered, in addition to the affidavit which declares the paternity of the child, the parents should put their signatures duly in the cage 10 of Form B4/B6 as applicable.
    • If any applicant is unable to furnish sufficient particulars pertaining to the paternity of the child, it would be sufficient to provide only the mother´s particulars to be indicated in the consular birth certificate of the particular child.
    • If the registration of the birth is made after 3 months of birth, a letter addressed to Registrar-General of the Register-General´s Department explaining the reason for the later registration must be submitted by the applicant.
  • Applications made after one year of child´s birth are forwarded to the Registrar-General of the Register-General´s Department seeking approval to process and register the birth concerned at the Embassy.
  • Accordingly, the Consular Birth Certificate of a child whose application is made after one year of his/her birth will be issued only after the approval is received from the Register-General´s Department.
  • Application for registration of birth can be submitted to the Embassy of Sri Lanka in Brasilia, Brazil by hand or post.
  • Originals of all documents/certificates above reference submitted to the Embassy will be returned to the applicant upon verification.
  • If the application is submitted by post, the applicant is required to arrange a suitable mode of receiving back the original documents submitted to the Embassy along with the Sri Lankan birth certificate of the child.
  • If a courier service is arranged to collect the originals of certificates/documents and the birth certificate a consent letter must be given by the applicant authorizing the Embassy to surrender the originals to the courier service arranged by the applicant.
  • Applications will be perused upon receipt and accordingly applicants will be informed to make payments with information of the method of payment. Applicant should arrange a passage with a courier company to pick up the documents at this Embassy and return them over to him/her or pay the applicable return courier charge at the time of making the payment.
